The Baldwinsville Public Library will provide community residents with timely, accurate, and useful information in their pursuit of personal, educational, and professional interests, as well as access to a varied collection of popular materials to support cultural, recreational, and leisure activities. Emphasis will be placed on stimulating young children's interests and appreciation for reading and learning, and supporting students in meeting educational objectives, particularly at the elementary and secondary levels.

Baldwinsville Public Library
The Baldwinsville Public Library (BPL) Long Range Planning Committee was formed in the fall of 1997 and charged with developing a new plan which would provide measurable goals and objectives relative to the library's roles, which were adopted by the Board of Trustees in 1988.
The report includes the library's mission statement, also adopted in 1988 and amended in 1997, and the primary and secondary roles deemed to be central in carrying out this mission.
Goals are divided into seven major areas: Information Services, Popular Materials Collection, Young Children's Programs and Services, Educational Support, Security, Technology, and Staff Training.
The decision was made to develop a three-year plan covering rapidly changing technology and community needs. The Committee will meet annually to evaluate the library's progress in meeting these goals and objectives, and make updates as needed.

Goal: To maintain and improve the reference collection
Objectives:
a) Train all librarians to become proficient in the use of the Internet by the end of 1998
b) Apply for a grant to add more resources in 1998
c) Inventory and evaluate reference collection for the purpose of determining expenditures for collection improvement in 1999
d) Add four additional reference computers in 2000
e) Continue public training sessions in the use of electronic tools and evaluate their effectiveness twice per year
f) Evaluate and add at least one new electronic reference tool per year
Goal: To provide current and historical information related to the geographical area encompassing the Baldwinsville School District
Objectives:
a) Develop new features on the web site (e.g., BPL magazine list, Human Services Directory, Chamber of Commerce roster) in 1998
b) Formalize procedures to acquire additional resources for local history (e.g., regional newspapers and newsletters; Towns of Lysander and Van Buren, Village of Baldwinsville government documents) in 1999
c) Add a Baldwinsville History Page to the web site in 1999
Goal: To provide additional avenues for informational queries
Objectives:
a) Develop an information question form, to help patrons formulate their e-mail reference questions, and post it on the web site in 1998
Goal: To maintain and improve the popular materials collection
Objectives:
a) Identify the potential audience for the described videos and determine whether the collection needs to be expanded in 1998
b) Evaluate the viability of maintaining the graphic novel collection in 1998
c) Acquire at least 45 new book-on-tape titles per year starting in 1999
d) Determine cost effective solutions to expand the popular materials collection on a yearly basis
Goal: To improve service for young children with visual challenges
Objectives:
a) Add a large print book collection in 1998
Goal: To provide increased opportunities for young children and their parents to develop their interest in reading and learning
Objectives:
a) Establish a rotating parenting collection in the Children's Area in 1999
b) Add two computers to the children's area in 1999
c) Evaluate the current story time program in 1999; implement recommendations in 2000
d) Evaluate and add at least one additional electronic reference tool per year starting in 2000
Goal: To improve information services in the Children's Area
Objectives:
a) Provide full-time coverage at the Children's Information Desk by 2000
b) Add computer at the Children's Information Desk by 2000
Goal: To provide school-age children in the community with access to needed educational materials
Objectives:
a) Shorten loan period on Assignment Alert circulating items to one week starting in 1998
b) Explore methods of electronic communication with school librarians and teachers in 1998, establish them in 1999, evaluate their effectiveness in 2000
c) Develop a Children's Internet Information Page on the web site in 1999
d) Inventory and evaluate non-fiction collection for the purpose of determining expenditures for collection improvement in 2000
e) Address school principals and personnel once a year to discuss how the school and public library can work together to better meet the educational needs of the students
Goal: To maintain a safe and comfortable environment for patrons and staff
Objectives:
a) Establish a committee to develop guidelines for maintaining a safe and comfortable environment in 1998
b) Complete necessary improvements to the Local History HVAC system in 1998
c) Automate parking lot entrance to the building for easier handicapped accessibility in 1998
d) Develop a routine maintenance checklist and schedule for building and grounds in 1998
e) Develop an emergency evacuation plan in 1998
f) Install surveillance cameras in study rooms in 1998
g) Evaluate the need for a collection security system in 2000
h) Hold an annual fire drill
Goal: To continue to improve library technology
Objectives:
a) Add a second public copier in 1998
b) Add two computers with Internet access in the computer lab in 1998
c) Develop a plan for integrating new technology into library services in 1998
d) Develop a plan for maintaining and updating computer equipment in 1998
e) Develop and implement a public fax service policy that would use existing equipment in 1998; evaluate program effectiveness in 1999
f) Add one large print Dynix terminal for catalog access in 1999
g) Revise the collection development policy to incorporate new technology in 2000
h) Add one computer for staff use per year
Goal: To provide staff development and training opportunities
Objectives:
a) Update personnel section of the BPL policy handbook in 1998
b) Develop a procedure for annual communication with the Baldwinsville School District personnel office regarding employee benefits in 1998
c) Develop a new employee training manual for reference and for circulation in 1999
d) Provide opportunities for staff training on-site
e) Identify staff training needs and adjust expenditures to fund those needs on an annual basis
